Eminent Domain Amendment
 "Ordinance to amend the Charter"
   of the City of Knoxville,  Tennessee,
 "by amending Article II,  section 210,
   of the Charter entitled  "Eminent Domain" "


    "so as to require that any exercise of
the power of eminent domain  by the City of
Knoxville  occur only upon the affirmative vote of
no less than 7 members of city council,
prohibiting the City from delegating the authority
to acquire property through the exercise of
eminent domain  to any agency,
subordinate government entity  or other
authority,  and further providing for
the submission of this ordinance to the
qualified voters of the city of Knoxville -
for approval  as provided in Article XI,
Section 9,  of the Constitution of the
State of Tennessee  (requested by
Council member [ Steve ]  Hall) -
